Acting Colonel's Statement

Hello everyone,

As you may already be aware, I took up the position of Acting Colonel in Colonel Knight's absence. It's been another busy month for everyone with the rise in violent crime specifically in Palomino Creek. We saw one of the longest Code Red Threatcon Level 1's in a while as gangs increasingly used automatic weapons in a spate of violent and deadly shootings. Some of which, involved the loss of our friends and families here in the department. As always, we will continue to review the level of force and the protocols we have in place to try to prevent situations like the ones we witnessed from happening again.

On to other matters.

Correctional Facility

Contractors are actively working on the new Correctional Facility which will be located just off Route 7 near Fort Carson Cluckin' Bell. The new facility will be considered to be state of the art and will house all criminals who require a lengthy sentence or who aren't fit for local cell detainment. Exterior recruitment is now live for Correctional Officers and Troopers can also apply to take the certification in CO authority, granting you the ability to operate within the facility. It's a brilliant way to progress in the department and gives you the opportunity to train and mentor civilians who will be coming into the job as a Correctional Officer.

Garage Restructure

A review into the garage at Dillimore Police Department has found that the space we currently have is excessive. Thus, we will be seeing contractors at work to downsize the garage. This means you may see a change in the types of vehicles we have at our disposal at Dillimore Police Department however we will do our best to minimise the inconvenience for colleagues.

There is no estimated time of this work to take place.

New Uniforms
I am continuously hounding our contractor for clothing and uniforms. It is extremely frustrating that it is taking this long for our new uniforms to be ready and will continue to push for them to be completed. I'm sorry there is no more news on that front.

Trooper of the Month

The Trooper of the month is Drake Richie

Trooper Richie has dedicated a large portion of their duty to committing to the divisions he has joined. Feedback from several division leaders and supervisors reported that Richie was extremely helpful in running their operations and comes off as extremely respectful and hardworking.

The Sergeant of the month is Matti Hadley

Sergeant Hadley has been recognised by the Command Team for his dedication to help reshape the Special Weapons and Tactics Team after Nucara's departure. His dedication to improve the division has been welcomed by all members of the Command Team.

Department Updates

Special Weapons and Tactics
The Special Weapons and Tactics team is the San Andreas State Police's support unit that provides a variety of specialised services throughout the state. This unit is tasked with numerous crime-suppression assignments including providing crime suppression details, responding to high-risk barricaded situations, hostage situations, warrant service and assisting department personnel in solving major crimes, with the common goal to reduce the incidence and the fear of crime. It is one of the biggest and most important units of the department.

I was recently appointed as commander for the unit after Anthony Nucara's departure. While the unit was left behind in a superb state, I felt that the recruitment process had its flaws and had the chance of allowing non-qualified Troopers to join the unit.

I realise that with the uprise of violent gangs it's important our Troopers have someone to rely on when they need some serious tactical support when in trouble. For those reasons, I've made some changes to the recruitment process. The biggest change being the introduction of a fitness test. This test will allow us to make sure the applicant is fit enough and able to function in extreme conditions, even after a long and quiet employment with the State Police.

More changes such as more frequent training sessions and a mandatory ride-along for Probationary Operatives have been introduced to make sure our Troopers and civilians can rely on our unit.

Traffic Enforcement Division
The Traffic Enforcement Division changed a lot in the last few months. Since I have been appointed as Director, I sent out a clear message: make the division active again on the field.

The Traffic Services Unit which is what makes the Traffic Enforcement Division has been completely changed. A much faster and straight to the point recruitment system has been released, allowing candidates to get the basic knowledge and training based on their possibilities and request the exam as soon as they feel ready. For those who want to specialise as a traffic officer, more preparation will be offered when applying for the internal certifications: motorcycle, advanced driving, and pursuit intervention.

The Parking Enforcement Unit's activity was already going down in the previous months, and the resignation of the former Commander, Raymond Cooper did not help the weak stability. I alongside the FSB Command have been working for a solution in the past two weeks. More advertising on social media and more internal recruitment in order to have a functional structure that handles interviews much more efficiently and keep track of the current Parking Enforcement Operators.
We would like to thank and congratulate the new Acting Commander Marcus Rivera and Acting Deputy Commander Alexis Wilson for their dedication during this hard period.

For the upcoming month, we plan to bring up a COMPSTAT map for the traffic infractions, marking what is the critical zone across the entire state.

Promotions

As you can see, the list is small. This is due to a large number of Troopers being promoted via the Command Promotion Review system that was implemented a few months ago.

Commendations

The following members of staff have been recognised for their duty on and off the field in an administrative and field-based role. We would like to thank the following members of staff for their invaluable service to the department.

A large number of Troopers and Senior Members
Marcus Rivera, Jim Sheffield, Drake Richie, Jackson Jones, Harvey Luchenbill, Adam Hobbs, Rose Stansfield, Mitchell Holt, Charlotte Blattner, Adriana Lopez, Bill Jacoby, Andrew Wong and Sonny Stanley.

An administrator observed these Troopers and Senior Members during a roleplay event where a serious storm made its way into Red County. Every trooper acted outstandingly during the event and showed a high level of commitment to the department and its standards of roleplay. You all represented the department in a brilliant light that day. Thank you.

Senior Trooper Chance Morrison
Chance Morrison showed a proactive display of policing as he stopped to investigate a broken down vehicle. He showed compassion and attention to detail. His brilliant act of kindness was recognised by the member of the public who personally commended him. Well done.

Andrew Wong, Leah Chambers, and Conrad Torres
These three brave members of the department took it upon themselves to help a member of the public out after they were forced onto a ledge after being involved in an MVA with a bike. They helped the member of the public to safety and made it their priority to ensure they were okay. Great work you three.

Senior Trooper Noah Hucken
As aforementioned, Noah Hucken has been active continuously regardless of the troopers on duty he's been continuous and provides a set of roleplay and we'd like to praise him again for his effort towards the faction, thank you.

Senior Trooper Justin Silva
Justin Silva has been proactive in his divisions especially SWAT and ID, despite leaving SWAT we'd like to mention his appearance within the division and his attendance in general to SWAT training. His activity in ID has been recognised throughout the command of ID and the high command team also.

Sergeant I Kevin Spears
Despite Kevin Spears reinstating early his activity has been recognised and his portrayal of his character. We as a team can agree he is a valued sergeant and we would like to recognise and praise him for such.

Sergeant II Matthew Hudson
We'd like to hand this commendation to Hudson for constantly being around when he cans and how he is flexible with his work too. He brings in a different style of roleplay and he's active, I'd like to praise him for his flexibility and his ability to work with us a department so well.

Staff Sergeant Jackson Jones
Staff Sergeant Jackson Jons has been on duty every single day of October and we are incredibly thankful for his hard efforts. He was rewarded with his promotion to staff sergeant, however, we feel he should receive a mention. Well done and thank you.

To conclude my words, all I can say is keep up the brilliant work on the field and behind the scenes. I'm seeing more interactions and people getting involved in scenes which is awesome to see. Let's see what November has to bring before it starts snowing!

Troopers,

October has been a packed month with a variety of calls and an abundance of roleplay. I was able to observe and participate in quite a lot of the situations which I thoroughly enjoyed. On the other hand, I have noticed a significant drop in roleplay standards which I think is at its peak.

When roleplaying I think it's important to show that you're invested and you want to make sure others know you are willing to contribute to the roleplay situation. I'm not going to tell you how to roleplay, however, I'm going to make a suggestion for all of you including myself that we should try and progress and excel in the correct direction, otherwise we'll decline in standards in which I don't want to see for the server let alone the faction.

In other news, this month has been admirable as stated in the mentions above, those who weren't mentioned we do recognise you, absolutely. I thank every single one of you for the cooperation between agencies and so on. You all have put in the effort despite the drop of players - in the upcoming months you'll be informed of yet another recruitment batch before Christmas or after Christmas, this will be discussed between ASB and High Command/Command to fit their time and our schedules.

I hope you all had a safe Halloween and let's hope that next month is just as packed.
