Troopers,

I'd like to thank everyone for their hard work over the course of the past month. We continue to work in unusual circumstances but our dedication and commitment proves just how important and devoted each and everyone of you are to serving the state and its local communities.

We finally received our shipment of male variant uniforms in April, with news that tailors are working on female variants.

I'm also excited to announce that planning developers are working on a refurbishment of the Montgomery Precinct with plans to include a reception desk, office space, holding cells, questioning area and an armoury. Although plans were drawn for TED to take Montgomery Precinct, after speaking with these divisions, we decided against this. SWAT and ESU will remain at the Montgomery Precinct, Traffic Enforcement has moved to the Operational Support Headquarters located in Dillimore and Investigations and have moved into the old TED building.

As we look to the future, I continue to draw up plans to modernise the department and its resources. I'm very happy with the direction the department is going in and very confident in saying that the majority of the main points in my to-do list have been ticked off, these points ranging from points brought up in our early year department feedback forms and department suggestions that have been raised via the forum.

I'd also like to take this opportunity to thank my Command Team for their extremely hard work behind the scenes in producing this years version of our up-to-date handbook, I'd especially like to thank Captain Katie Santiago for spearheading this project.

As we move into May, we look to start work on a range of operations and projects. My primary aim now that the handbook is completed is to review procedures into trooper and other employee safety.

Hello Troopers,

I'd like to thank each and every one of you for the hard work and dedication you all give not just to the department but to each other aswell. At times, I know it's easy to become demotivated may that be from not being recognised correctly by us for something positive you've done. I am writing to let you know that we are very proud of the work that each and everyone of you does and even prouder of the determination you show to work even harder to achieve your goals. We had a very busy month last month with what happened around the world, I just need you all to continue to work efficiently together as we go into another hetic month ahead.

((I would also like to address my own performance last month. My activity has taken a hit over the best part of a month. This is due to a few personal matters that have unfortunately warranted my undivided attention. I apologise for those who may have needed me over the month as I wasn't there for you and I can promise to you all now that I am going to be more active. I'm able to resume my normal levels of activity that the vast majority of you all know me for and would expect from a member of the High Command Team. I'd like to thank my immediate colleagues, both the Colonel and the Major for your perseverance and I would like to apologise for this lapse but hey, it happens. I am excited for the future, we have exciting things on the way and I look forward to sharing them with you all.))

DEPARTMENT CHALLENGE - MAY'S CHARACTER DEVELOPMENT
This month we are introducing an exciting new program. Every month or so, we will announce a specific challenge that everyone in the department can take part in.

This month we're giving away a whopping $500,000 in total to those we feel who have developed their character and can showcase that development. Follow the steps below to make sure you fit the bill to get the cash!
  • If you haven't already done so, post a Character Story and start showcasing the character you play as.
  • For tips and tricks on screenshots, you can visit the State Police Discord Screenshot-Approval Pinned Messages for a quick tutorial on how its done.
  • You can also post a Character Story on the Main RC:RP Forum!
  • The winners will be picked by a panel of judges and the prize money split equally between them.
  • Anyone in the department can partake in this challenge!


FUTURE ACADEMY BATCHES SUSPENDED, REFRESHER PROJECT INCOMING
This month marks the beginning of our refreshers project which will see every non-Probationary Trooper refreshed in department procedure and policy. It's a huge step in making sure the department operates in uniformity and provides an opportunity for everyone to be up-skilled in something they previously perhaps didn't know how to do.

We must include that the refresher project is a mandatory project for everyone. It is vital in this day and age to ensure that everyone in the department operates under the procedures laid out.

To support this project, we will temporarily suspend any future academy batches. We will also be reviewing and adjusting how we deal with reinstating troopers, primarily focusing on their development as a person and to be able to tick the correct boxes when understanding department policy. A short refresher course will be introduced for all returning troopers which will include basic law knowledge and any standard department practices.


AN UPDATE FROM DIVISIONS

Among our busy schedule, I'm happy to announce that our command team has brought back both the Crisis Negotiation and Marksmanship Certifications to the division, furthering our training to be the best.
EMPLOYEE OF THE MONTH: The operative that stood out to the command team the most this month was Senior Operative Drake Richie. He's shown fierce dedication to the division, and we couldn't be happier to have him. We expect great things from the young Sergeant.

Alexandra Hall wrote:We have restructured our Recruitment & Training process for the division, allowing for it to be more sleek and inviting for new people to join aswell as being more organised for the ESU Supervisory & Command Teams, we've included a new Basic Life Support training and re-evaluation system for those who either apply first time or reinstate which is less biased that the original outdated system. Our Division will eventually break away from the Fire Department's training system for all certifications, including the future additions of certifications that include: Specialist Rescue, Advanced Life Support and more. However, there is no release date for these certifications as of yet.

Our divisional activity on-field has peaked considerably throughout this month and we have gained some great Operatives back into the division who are knowledgeable and are always willing to help. Our recruitment process remains open for those who are looking to learn and contribute to medical related situations alongside the Red County Fire Department, please consider putting in an application.

ESU Patrols Logged in April: 51
EMPLOYEE OF THE MONTH: Eric Ramos has submitted the most duty reports corresponding to ESU Patrols throughout the month, he is consistently going out of his way to help the community, department and Fire Department on situations to provide medical care as well as shown to be a great asset for the division since reinstating. Eric Ramos has received the ESU Operative Of the Month | Award internally and will receive a small monetary bonus for his divisional efforts throughout the month supplied by the ESU Command Team.

Frank Murphy wrote:This month, the Investigations Division has worked on tightening its standards. We've had a leadership change. I've improved and reformatted all of our case file and report formats from top to bottom, the last thread to revamp is the divisional handbook. I have just re-opened my revamped recruitment and we will be working to bring the newly revitalised uniformed services unit into our activity over the next month. I'm pushing for both units leaders (Grantham & Falcone) to drum up activity in their respective units, get their Detectives working on files and where Detectives are unavailable, they should make use of the supporting uniformed services unit.
EMPLOYEE OF THE MONTH: This month I would like to nominate Probationary Detective Daniella Peralez as the divisional employee of the month for her fantastic effort and patience whilst working to complete her Detectives training evaluation card.

Matthew Hudson wrote:This month we allowed Traffic Troopers to ease up on forms due to the recent outbreak across the world, but with recent events, we have decided towards the end of the month to start tightening up on paperwork within the division. Meanwhile, behind the scenes the Traffic Enforcement Division has been working on revamping our SOP's in preparation for the new handbook of the SASP, these include new roles for Traffic Troopers on scene's of Traffic Collisions to ensure the scene stays safe and secure while investigations are carried out, and ensuring any normal units assisting on the scene are doing their assigned roles, giving Supervisors within Traffic to do more in the field, such as DUI Checkpoints, Commercial Vehicle Enforcement roles, Random safety checks and much more.

On top of this, we have re-introduced the Off-Road Certification that grants Traffic Troopers with the certification in their record to freely utilise the Ranger to head into the wilderness to ensure that hunting areas, hard to reach areas with a cruiser and overall any rough terrain is covered by the State Police to provide the safety we ensure the civilians of San Andreas expect. There are currently plans in the works to expand traffic, including more suited vehicles to give the Traffic Troopers more ability in the field to do their role. There is a lot to come in May, so keep an eye on Traffic.
EMPLOYEE OF THE MONTH: This month, the Traffic Enforcement Command would like to congratulate Senior Traffic Trooper Julian Montes on being Traffic Enforcement Divisions Traffic Trooper of the Month, his hard work and dedication to the Division has not gone unnoticed, and we look forward to seeing more from him in the near future.

I would like to also thank both Staff Sergeant James Hucken and Corporal George Stansfield for their constant hard work with Traffic and helping improve the Division on a daily basis, I can safely say we have come a long way since the State Police has taken on the role and I can see a bright future ahead of us.

My intention is to turn HPVC into a more Pro-Active unit with regular Buffalo Patrols (Following the same guidelines for Uniform Victor, just amended for the unit) to be actively on the street during peak traffic times with the sole purpose of taking street racers head on getting them to scene's much faster, and overall being a visual deterrent on the streets. I'll be sitting down with the HPVC Command to start this process of pushing them into a more active role. The PPSU is working together with the San Andreas Judicial Branch to provide inmates the chance of early release on Parole. As well as offering citizens convicted of crimes the option to serve their sentence on Probation instead of behind bars. With this new Unit comes new responsibilities as the CSU is in charge of assigning these inmates & citizens a Probation & Parole officer to supervise and assist them through the process.

This month, the facility has seen a large surge in activity, both in new staff and more inmates, making our jobs very busy. But also helps us keep the State safe from violent offenders. Thankfully though, we haven't seen an increase in inmate violence in any form. The expectation of the CSU for the upcoming months is to continue to provide the inmates the support they need to rehabilitate their lives to avoid re-offending.
EMPLOYEE OF THE MONTH: Our Correctional Officer of the month of April is Ryan Jenkins. Ever since he joined our ranks he has been extremely active and dedicated to serving the community and inmates.

The licensing unit went through a big reform in the month of April. Everything from internal application responses to license application responses - including all licensing documents we have at public disposal in the " Licensing Desk " - have been reformatted and reworded. The division may seem low on member count but every member of the division is working hard to provide the best possible firearms licensing service to the State Of San Andreas.

Business Firearm Permits have been regulated and all of the companies that are benefiting from our licenses are bound to special contracts prepared by the licensing unit. The general structure of the division has been revised, things are now more simplified to encourage other troopers to join our division. Paperwork and mandatory training are now lighter, brief but informing. With all the licenses our unit issues, San Andreas State Police profits and has more cash to finance our operations in the field to serve the community in a more effective manner.

ACADEMIC TRAINING UNIT:
The Academic Training Unit has had a slow but productive month. We added a new position, named Head Training Supervisor. Master Trooper Akeno Kimura has taken up that role. Further than that, we had a meeting Saturday 25 April, to go over some topics and suggestions. We are going to try to cut down the time to the introduction phase of the academy, as well as cut down the time on the stations. We will not remove any material, but we do want to teach a little faster. In turn, we are discussing internally the potential of adding a driving training at the new Sprunk Arena.

We are also going to be working very closely to FTU to make sure you are preparing the probationaries properly for the new FTU system. Overall, it was a good month for ATU and I am so grateful to lead this unit. I will continue to make the necessary changes for the better until the unit is perfect. I look forward to the month of May.

RECRUITMENT UNIT:
The Recruitment Unit has had an astounding month, our unit as from batch 3 introduced voting which seems to have really made the process going smooth. We have completely revamped the application format, as well as add and/or remove a few things to make it more appealing to look at as well as help us understand our applicants more thus allowing us to help them and train them into becoming the trooper they can be.

The key to good training is knowing your students, and that is something we will go into a lot for batch 5 once the refresher
training has been complicated as we figure out how we can know as much as we need.

FIELD TRAINING UNIT:
This month was quite a challenging month for the Field Training Unit as we completely revamped our program and we had to help troopers adapt themselves quickly and follow the procedures.

This month 12 individuals were deemed suitable candidates for the position of Academy Student and Probationary Trooper for Batch #04 by the Recruitment and Training Unit and attended a State Police Academy before becoming sworn Law Enforcement Officers and Probationary employees of the San Andreas State Police.

To this date, 6 of those individuals have been relieved of their positions; some by their own choosing and others by the order of myself.

Every Probationary Trooper who has left their position with this Department has done so as a direct result of their motivation and work ethic. There have been no official disciplinary issues or breach of protocol that resulted in poor evaluations. To put it simply, these individuals aren't even showing up to work for their jobs.

At this point in time Probationary Troopers are at the following stages:

FTP Stage 4: 0

Since joining the unit, CO Jenkins has proven to be extremely active and dedicated to serving his community and inmates at GPCF. This is a great example of the CO's we look to recruit in the department and strongly believe CO Jenkins will move on to develop his skills within the department. Keep up the good work.

Trooper Montes has performed exceptionally well within his field of duty and has stood out the most in regards his activity within the department and has been extremely helpful towards other Trooper's in the field, therefore Trooper Montes has been nominated for Trooper of the Month. Congratulations on your achievement and we hope to see you continue to progress within the department.

Trooper David Jones


Trooper David Jones has shown extreme bravery and confidence within stressful situations and therefore we would like to Commend Trooper Jones for his exceptional work within the field. Not only putting his own life on the line to save other trooper's from being injured within the field but showing exceptional dedication towards his line of duty. He will also be receiving the Medal of Valor for his extreme bravery in the field.
